Cyber Warfare is a situation where rival governments, criminals, and political activists begin deliberately sabotaging a nation's internet infrastructure, lowering its GDP by 10 to 25%.

A country becomes an enticing targets for hackers when it has a high GDP, uses Technology extensively, and has poor Foreign Relations. A policy of Internet Censorship can help prevent cyber sabotage, as can well-funded Intelligence Services or - to a lesser extent - Military.
