A measure designed to encourage the growth of private health care whilst still enabling everyone access to it. Healthcare vouchers are issued by the State to everyone but can then only be spent in the private sector on health care. This is a different approach to pure State health care because with health tax credits, the hospitals are privately run and the medical staff are no longer state employees.
