Tax shelters encourage wealthy and capitalistic people to settle in the nation, raising the GDP and level of High Earnings. However, tax shelters upset socialists - as they lead to inequality - and will harm Foreign Relations.

Because tax shelters bring in an educated elite, they can help alleviate a Corporate Exodus, a Brain Drain, or a reputation as a Technology Backwater and, indeed, can even give the nation a Technological Advantage.
